Senior PBS Practitioner

My name is Niamh Roberts, I am a Senior PBS Practitioner. I have worked at City Care since 2022 and have been in the field for 8 years, working with many different people, ages and support needs. I have BSc in Psychology with Counselling and an MSc in Applied Behaviour Analysis. I am currently on the BACB/UKSBA pathway to being a Behaviour Analyst. I am passionate about developing the people quality of life through skill development and bespoke education.
Behind the scenes, City Care Partnership’s Central Support Team (CST) works alongside our services to strengthen practice, support staff teams and help the people we support live safe, meaningful and fulfilling lives.
Great support does not happen by chance. It is built through understanding, learning, collaboration and a shared commitment to helping people thrive.
The team includes our Central Support Team Manager, Senior PBS Practitioner, PBS Practitioner and a network of Practice Leads based within our services.
Together, they observe support in practice, identify patterns, contribute to multidisciplinary working and provide training, coaching and practical guidance. Their role is to make sure positive approaches are not simply written into plans, but understood and embedded in everyday support.
“A big part of our role is making sure Positive Behaviour Support isn’t just written in a policy somewhere. It needs to be visible in everyday practice and reflected in how we support people.”
Radha, Central Support Team Manager, BCBA, UKBA (cert)

Positive Behaviour Support
Positive Behaviour Support (PBS) focuses on understanding why behaviour happens and what a person may be communicating through it.
This means looking beyond behaviour to understand the person – their communication, sensory experiences, environment, relationships, health, routines and what matters to them.
This understanding helps teams develop practical approaches that reduce distress, build independence and create environments where people feel safe, respected and able to thrive.
A shared goal
Whether supporting a team, delivering training, analysing information or developing communication tools, the CST has one clear aim: helping create environments where people feel safe, respected, understood and supported to live meaningful lives.
By working alongside services, the team builds staff confidence, strengthens everyday practice and helps ensure support continues to develop around each person's strengths, choices and aspirations.
Because good support is not just about meeting needs. It is about helping people flourish.
Josh, PBS Practitioner, works alongside staff teams to gather information, identify patterns and develop practical resources, including visual and communication supports.
“It's rewarding to see how small changes can make a big difference. When teams work together and share learning, people's quality of life can really improve.”
Practice Leads
They are based within services, helping turn specialist guidance into good everyday support.
They champion positive practice, help colleagues reflect and learn, monitor progress and provide an important link between individual services and the wider Central Support Team.
“Our role is to bridge the gap between strategy and reality. We help make sure good practice is actually happening day to day in our services.”
