City Care Partnership is committed to promoting Positive Behavioural Support (PBS) at the heart of its service model. This approach has become the preferred way of working with people with learning disabilities or autism who have behaviours described as ‘challenging’.

PBS is based on strong values. It brings together a way of understanding the behaviour and then the best way of working with the person.

PBS takes the view that the behaviour has a function for that person and the aim is to find that function, and support the person so that their needs are met. This results in the person no longer needing to behave in ways which others find challenging.

The aim of a PBS approach is to increase the quality of life and decrease challenging behaviour by teaching new skills and making changes to a person’s environment.

PBS focuses on;

Improvements in quality of life for the individual and positive promotion of desired behaviours
Person-centred planning (PCP)
Using a long term value led focus
Comprehensive and functional assessments
Clearly distinguishing between preventative and reactive strategies
Using primary preventative strategies by altering environmental conditions and skills teaching
Removing the use of punishment based consequences
Working in partnership with all appropriate stakeholders

The aims of the PBS Policy

To achieve through the use of this PBS policy and wider initiatives across the organisation

To promote a culture of PBS throughout City Care.
To provide a safe environment for the people we support, their families and the staff that support them. Being honest and listening – sharing experiences and growing together
To support each person being positive and aspirational, respecting choices and encouraging opportunity
Championing diversity, challenging inequality. To ensure social parity by promoting a culture of social inclusion.

To provide appropriate PBS training and support for all the staff of City Care. This includes an introduction to PBS, certificate in PBS, advanced certificate and advanced professional diploma.
To ensure that all staff working for City Care have the skills to be able to positively respond to any behaviour that challenges.
To promote a culture of skills development which promotes dignity and respect whilst enhancing self-esteem. Leading to a productive and meaningful life

To ensure that the people supported by City Care are confident of their rights to be treated fairly.
To use positive monitoring to support the consistent approach of PBS.
Utilise periodic service review (PSR) to monitor, maintain and improve service quality.
Use the Central Support Team (CST) involvement to support and maintain the consistent implementation of PBS.
Being active, being bold – making a real and lasting difference.
